Razer's Hanbo Chroma series is dated at this point, coming out in 2021. Still, the AIO liquid cooler is a fully fleshed-out design sporting an Asetek pump, black color scheme, and RGB illumination on the CPU pump/block combo, and includes 120mm cooling fans. The fans are PWM-controlled, and the lighting is aRGB-controlled from Razer's Chroma software.
We never managed to get either Hanbo Chroma model in for review, but being an Asetek-style design, cooling performance should be very similar to other AIO liquid coolers sporting an Asetek pump made in 2021, such as Corsair's H150i Elite Capellix . If you are going for a budget setup, either one of these coolers should be able to cool virtually all entry-level to lower-mid-range CPUs on the market today.
Razer's Hanbo Chroma 360mm liquid cooler features a black aesthetic with aRGB illumination around the fans and pump/block combo. Making this product a great option for aesthetically minded PC builders who want RGB illumination.

For just $30-$40, the 360mm and 240mm Hanbo Chroma represent the cheapest AIO liquid coolers you can buy right now, and even undercut 120mm AIO cooling options on the market. If you are looking for an entry-level cooling solution, there's pretty much nothing better than the Hanbo Chroma series in terms of liquid coolers, especially if you are looking for an aesthetically pleasing cooling solution with RGB.
If you don't care if your CPU cooler is air or liquid powered, or care about RGB, things get more dicey. Air cooling technology has progressed a lot over the past few years, to the point where we now have coolers like the Peerless Assassin 120 SE that sell for just above $30 and have superior cooling capabilities to even some older 240mm liquid coolers on modern CPUs. There's a good chance the aforementioned cooler matches or outperforms the 240mm Hanbo Chroma.
Still, the Hanbo Chroma series offers great value right now as a complete package, packing liquid-cooler levels of cooling power and the RGB and looks to match.
