I don't want to defend corrupt city council members who try to secretly sell out their constituents to big business, but what you described kinda is what happened, though I do agree that the arrest was unnecessary City Manager John Feary told Blanchard that he had exceeded his time limit around 15 seconds after the time expired. Blanchard continued speaking. About 30 seconds later, two police officers approached him after someone said, “Please, take care of it.” He then went towards the front of the meeting place, apparently to hand copies of his speech to the counselors, but was soon arrested by officers. He was told he had gone over time, then continued speaking, then police officers went to escort him to the back, and he ignored them and started walking to the front to hand the council members something. I agree with his intentions, but he did breech the decorum of the meeting and the response he got was within the bounds of the rules. Whether the rules are unfair is another story, but by the end of the encounter they had a case for him "trespassing", but I still think they should have just escorted him from the building instead of arresting him.
